I don't know about cowslip but it doesn't look like a hamster treat to me. More like a rabbit or guinea pig treat because they eat hay.
It would need to go in the freezer first because hay can harbour bugs and you'd need to take it out of the bag in case the hamster chews and ingests it.

I'd exchange it for something you're comfortable with.

I was in a similar situation recently when i looked at hamster nibble sticks. Leeks and onions were on the ingredients list but i know that hamsters shouldn't have onions. I got something else instead.
