Yes, it's like a warning. They learn to do it when they are young and playing with their other siblings. It's a way of communicating with you that they aren't happy about something. So, you are probably right in your thinking that she wants to be put down and not held any longer.
One of my syrian girls did it to me after I gave her antibiotics to let me know her displeasure. They do it gently though.
