Mites are quite common, but you’d normally see them everywhere. Also they don’t fly.

Do the ones in the water bowl have wings? If they do it may just be a case of needing a clean out and probably not from the hamster.

If they don’t then something could’ve been in the hamsters food or bedding, I’m not 100% saying they are mites, but they are common in hamsters.

Also it’s weird you on see them in the water bowl? Maybe do a spot clean briefly or proper clean and just dig up certain parts to see if there are a nest of bugs somewhere, maybe your hamsters just hoarded some food and it’s gone off, in which case they’re just normal bugs and a clean will fix it.
