No. The internal height of the cage is about 36cm but the way the floor is a 28cm wheel is only about 4 to 5cm off the roof height. I did have a 12" Wobust wheel in once - which did fit but no room for substrate under it and very little space above it. So the maximum sized wheel really is 30cm. But means no room for substrate. 28 cm fits fine with a bit of substrate underneath.
