How old is he? As they get older they pee more and that's why it smells more usually. Dwarf hamsters are prone to diabetes but usually the pee smells sweet and if he seems fine in himself I wouldn't worry too much. You can actually test the pee for glucose with ketodiastix you buy in the chemist. To do that you might need to leave the potty with no sand in for a day so there's some liquid urine to soak up in the test strip.
