Natural children's play sand(the kind with no dyes etc added) can easily be purchased in Home Depot(probably even Lowes etc too) here in the US even if you have to order online. It's also incredibly cheap(as in the cheapest safe option especially when you consider how much you get), but it doesn't come in a small bag. It does need preparation for safety (rinsing, sifting, and baking) but once you do that it is your safest sand option.

As far as minimal storage goes, what I would personally do is prepare sand in batches from the big bag and store them in containers that fit those batch sizes.
