Also keep in mind that teenagers go through phases and once girls arrive on the scene his priorities will change again.
It's not so that stepson can't have a pet, he just needs to decide which one he wants that fits in with the whole family.
Shame about the rats but they could be kept in a room your OH doesn't go into. I would work on your OH if i were you. Maybe gang up on him with stepson.
