I'd give him a little house made from a cardboard box with the base and a door cut out then fill it with torn up strips of plain white toilet paper.

I've also set up a cage before using non hamster items aside from the wheel of course. There's a lot of inexpensive staff that's suitable and often favoured by hamsters.

One of my dwarfs inherited an oil burner from the poundshop that doubles as a hide and a food bowl and she loves it as much as the hamster who treasured it before her.
