It's difficult to tell from the photo I'm afraid. Sometimes there are signs which can suggest that a hamster is still quite young or perhaps is approaching older age, it can be very difficult to know for sure and I've had hamsters that are approaching two that still look like they could pass for Young Stock in a show (Young Stock is Under 16 weeks).
Hamsters in pet shops are often about 5-10 weeks old when they're available for general sale but that is dependant on store policy. Sometimes you might find older hamsters that have been made available for adoption and then the ages given are quite often just a guess.
