Do you think he likes to stand one leg on the side of the litter tray and that's why he uses the corner where the sides are lower? I wondered because I met a hamster once who used to put his leg up in the corner of the cage and pee through the bars (which was a bit annoying but also quite funny) and I've heard of a couple of other hamsters who did the same. I'm not sure there's much you can do but change the wet shavings and sand as needed.
