Hamsters are all so different. Some are confident and tame from day one and others need a couple of weeks or more to get used to their new surroundings.
I'd keep talking to him so he gets familiar with your voice and keep offering him treats through the bars.
He probably nibbled you to check if you're edible.

It took my Syrian a good six weeks before he felt comfortable with me. He jumped all over the place with fright the first couple of weeks.

I think that you are on the right track. Go at your hamster's pace with whatever he feels comfortable with and you'll both get there in the end.
