There are height/fall risk issues with this cage. It needs setting up very carefully. Ideally it needs a full level. It's difficult finding cages at the moment I know. Ideally thought hamsters do much better with a larger floor area but less height. Max about 46cm tall with 5 to 6" deep bedding to cushion any falls.
It is possible to make it safe (they can climb to the roof and drop from a height and have injuries). But can be a fiddle and mean having to buy extra items. So in the long run it's better to spend more on a cage that's a good height! Sometimes!
Make sure there is nothing hard at floor level that can be fallen onto. So any hard items at floor level need to be under a shelf. I put hemp mat on the shelves to the edges are soft - they can bounce off the edge of the shelves when they fall from a height too.
