You are right, hoarding, peeing and sleeping in an enclosed area with insufficient ventilation can lead to health problems. Moisture, food and heat is an ideal breeding ground for harmful bacteria which can cause all sorts of health problems.
You say one of her cages has an enclosed wheel on the top.
What kind of cage does she live in?
A Syrian hamster needs a cage that is at least 80cmx50cm with a 28cm wheel and a big house, plenty of substrate and enrichment so she can build a big nest and keep a hoard nearby. Most Syrians pee in a sand filled corner toilet.
I'm just wondering why she choses to nest in a wheel.
