When you say sniffles, do you mean his breathing is noisy? If that's the case I would advise getting him checked. Some hamsters are vocal, however, constant snuffly or "chattering" sounds can be a sign of a respiratory infection.
If the snuffly noises are more vocalisation (He only does it when you're near and is a bit "angry" about you messing with his home), then maybe see if he settles but untreated resp infections can get quite serious
