Yes it is still going on. Even when the RSPCA did have a recommended minimum size, the pet shops still stocked tiny cages because legally they can. There is no legal precedent as to suitable cage size. The onus is on the owner to meet the pet’s welfare needs. Under the animal welfare legislation. For pet stores it is commercial- they can buy these tiny cages wholesale for about £6 and sell them for £30.

To give Pets at Home their due - they do actually stock a reasonably good range of good sized cages like the Hamster Heaven and Savic plaza. But assume they also stock the smaller ones as they sell.

The RSPCA no longer publish a minimum cage size - they just say things like - plenty of space (which is subjective) especially at night. It does say plenty of floorspace after toys, houses etc though.
