Is he a Syrian hamster or a dwarf?
I find that Syrians tend to sleep in their houses but the house needs to be big enough like a shoebox house for example and a dwarf tends to sleep burried deep into the substrate.
Either way they need a deep layer of paperbased substrate like Kaytee clean and cozy to keep comfortable and warm.
Woodchips are fine in a playarea or for a baselayer but is no good for building a nest.
They like the additional toilet paper strips for nestbuilding material.
