The wheel is a medium pets at home wheel and was fine for my syrian for two years. It may even be a bit big for a dwarf hamster. I can add plenty more substrate no problem, and the lower cage is bigger than it looks. If you think it would be fine to put a dwarf straight into this setup from a tiny pets at home enclosure, I may just do that
