If he has to push the substrate into a corner to bury himself it does sound as though he doesn’t have enough.
That cage is very small, I’m assuming you mean inches, they really do need something closer to 30x20” or 80x50cm all on one level & high enough for the wheel which needs to be around 8” or 20cm.
