Hi & welcome to the forum.
Which bedding are you using? I would steer clear of anything that says it has odour control as it may have something harmful in it.
The best substrates are the paper ones like kaytee clean & cosy, they’re safe, absorbent & good for hams to burrow in.
It may be that you are cleaning too much, or the substrate isn’t deep enough, a minimum of 4 inches preferably 6 inches or more.
Hamsters like to scent mark their cage which is their territory so it’s natural behaviour but doesn’t normally smell that much, when new they will often scent mark & pee in lots of areas & if you over clean they will keep doing that & can get a bit smelly.
If you can find the area where he pees the most then you can try putting a litter tray with either substrate or chinchilla sand, not dust or play sand in there so you can just clean that out when needed.
Spot clean pee only every few days but leave the rest of the cage, you could do a partial clean every month or two if needed but never do the whole cage at once & try to leave the nest & food hoard alone as much as possible.
