Some hamsters are very able climbers although it’s not a natural behaviour for them, the danger with rope toys is that feet & claws can get caught with the risk of broken limbs & foot injuries, even if a ham appears to be capable of climbing well there is still also a risk of falls so generally it is better to err on the safe side & not include this kind of thing in the cage set up.
