Yes that is hemp mat. Zooplus sell the Hugro ones which are good quality. Not all of them are. I bought a kerbl one once that was awful - shed everywhere and too fluffy. Rodipet also sell good ones.
The thing with coconut soil it has a natural level of humidity and damp substrates can lead to mould and fungus etc . A little bit on one area for interesting texture/variety could be ok but generally it’s better not to use any kind of soul and keep to dry substrates.
