The depth of the wood shavings is no where near deep enough. Try Increasing the depth so that she can burrow down into it, this will alleviate her boredom and make her feel more secure in her cage, because it probably feels too open and unsecure for her. Dwarf hamsters like to feel secure in their surroundings by have lots of hiding places, yes you have some nice wooden toys in there for her, but not enough places to hide. When looking for toys to purchase, always look for ones which double up as hiding places, as this greatly improves your hamster's sense of security.
