That's quite normal for a gerbil. They don't run for miles like hamsters in the wild so that instinct just isn't there. A wheel is just another toy for them. Too much time on a wheel isn't very healthy for them anyway - some gerbils get a bit obsessed with wheels and spend hours on them and then get depressed when they're removed.
