You need to put anything heavy on a support so it won't topple over when a hamster burrows underneath. Yes, if left unsupported it can injure a hamster.
I don't know what country you're in but Getzoo sells supports or you can make it if you're good at DIY.
I use the Ferplast guinea pig houses as a platform to support heavy items like a sandbath. You can leave the front panel off and submerge the house into the substrate which will also resolve the matter of substrate in the sand.
Here's a photo of my Robo's tank with a Ferplast guinea pig house on each end to support the wheel/sandbath and ceramic mushroom. You can't actually see the houses because they sit on the bottom of the tank with the heavy things on top of them.
