Camomile is an ancient herbal remedy and an infusion does have a soothing effect. I inhale it when i have a cold. Camomile cream is widely used on the continent for its healing properties.

I'd ask the vet about how best to administer the eye drops but wouldn't use cotton buds because they could leave a bit of fibre behind which could irritate. Didn't they give you a pipette? They're usually attached to the top of the bottle.
