I believe that might be due to the risk of a smaller dog choking on one, or potentially due to the caloric content (they contain 2900 calories/kg). A hamster obviously is not going to choke on a Whimzee, and hopefully wouldn't be eating enough to get too many calories from them, though I would remove or restrict them if a hamster is eating large amounts. They contain glycerin which makes them taste sweet so it's possible a hamster might eat more than they should. My hamster has hers all the time as she only nibbles it, but I have to restrict Whimzees for my gerbils as they would eat too much at the expense of real food if they had the chance.
