What country are you in? Hamsters need low height and plenty of floor space. They will climb but aren't good at getting down so can have injuries from falls. A barred cage is fine as long as it's not too tall. For a dwarf hamster you'd be looking at something minimum 70cm by 40cm and no taller than about 38cm with plenty of depth of substrate (cushions landings). The Hamster Heaven is a good sized bar cage with good access (if you remove the penthouse and external tubes). The Ikea Samla bin 78cm is ok for a bin cage. Personally I think they do better with front access (ie a cage) than top access.

In my experience hamsters only climb to a) get to something (eg if there isn't sufficient ramps etc to reach a shelf) or b) to see if they can escape! They don't really do it for fun. They may do it when a bit stressed - eg after a cage move but will settle down again.
