The obvious thing that needs to be checked is Snowball's teeth. Could they be out of alignment, overgrown or causing him pain? From what you say, he seems keen enough to eat. The wheel issue may be a result of not ingesting enough to give him sufficient energy, so he's conserving it for more important things. Or maybe he's just not a wheel hamster. Can you check his teeth?
