This is just my view, you should do what you feel is right.
I’m sorry your hamster is like this. It does sound like she has had an illness of old age. You are doing everything you can, I would just make her space easy for her to move around, put her water and food close to her, but don’t move too much around in case she can’t see well, keep things quiet and calm until her time comes. You could try to talk to your vet over the phone if you can but personally I wouldn’t put her through the trauma of a vet visit unless you think she is in pain and needs help to pass away.
