What happens when you put for example the cardboard roll of a kitchen roll in the place where he paces? Does he go and do it somewhere else?
Or scatter some of his food mix around on the substrate to distract him. Add bunches of millet sprays to nibble on and a whimzee.
I've noticed that his food bowl is empty. My hamsters have food available at all times because hamsters gather food and take it to their hoards. They don't eat it all but hoarding is a natural instinct.
I'd try and do things to distract him by filling the empty spaces with stuff he's interested in.
