No, cat litter is not suitable for hamsters.
What kind of hamster is he? If he is a Syrian then he needs a big, bottomless house, big enough for a big nest and hoard and a peeing corner. A shoebox would do fine with the bottom cut out and the lid as a lift off roof. The Ferplast guinea pig house is good too and used by my Syrian. A labyrinth house is even better but more expensive. You can put a corner toilet or dish in his peeing corner inside the house filled with substrate.
A dwarf also needs a house big enough for a nest, hoard and peeing corner and most importantly, all hamsters need a house without a base. The tiny plastic houses that come with a cage are no good for sleeping in.
I'd locate the peeing place, put the toilet filled with paper substrate, wood chips or sand there and then put a big house or cardboard box over it. See how that goes.
