Unhappy Need advice for hamster with neurological problems

Hello, I recently rescued a Syrian hamster from petco. This hamster had been surrendered by its previous owner for unknown reasons. I have no idea how old she is or how she was handled. What I do know is that she was kept in a cage about the size of a small laptop, which I think might have lead to the development of her neurological issues but she may have been born with them.
She stargazes and runs in tiny little circles all night long.

Now she is in a 40 gallon tank with toys and a wheel that I’ve never seen her interact with, and Ive already had her for about 2 months. About twice a week I let her out of her cage and into a play pin where she’s he can run around in her little circles. I assume she likes this bc she gets to explore but I’m just not sure. Im not sure if she enjoys anything. I also really wish I could teach her to use the wheel bc I think she would love running on it but she can’t seem to figure it out.

Has anyone else had any experience with problems like this? Do you think it will get better with time now that she has proper room to run around? Any tips on how to teach a hamster to use a wheel and should I even bother? So many questions and feeling a little helpless... any amount of advice will be appreciated!
