It can be a safe and far less harmful option than many disinfectants, but not all hydrogen peroxide is going to be the best in terms of quality. Some can potentially have additives and impurities, so it may be best to stick with vinegar as you really don't need a strong disinfectant anyways in most cases with hamsters which is what hydrogen peroxide would be.
I wouldn't use any cleaner on wood toys though, they're very porous and absorb the smell and residue of anything you clean them with. It's also pretty difficult to guarantee whether or not one could even fully disinfect wood especially when used with a previous hamster(who would've also left their own scent on the wood toys). The safest possible solution when it comes to wood toys and similar wooden objects is just replacing them.
