I do think it's the size of the cage. 20 gallon tank isn't that big. A 40 gallon breeder would be a good size for a dwarf hamster, but as M&M says it isn't just the space it's the enrichment - ie plenty of hidey places and overhead cover, and variety- different levels eg and a platform.
