Definitely keep Vaseline on the outside of the cage only, nowhere where the hamster could actually ingest any. Not sure where the idea that it's harmless came from(petroleum which is definitely not safe to ingest, plus it blocks nutrient absorption potentially for days once ingested), but it does seem quite old so that could explain things!
