He is getting on towards the older age in hamsters and it does look like some dry skin around the eye which a wouldn't worry about. Just leave it and put it down to his age. The eye itself looks OK to me and even if he does have some scarring or permanent damage it doesn't look to be causing him any issues. Monitor him closely though and we would just bathe a stick eye in an older ham with some cooled boiled water and a cotton ball. They will often open the eye on their own by cleaning it a while after waking. Hope he is OK.
