An IKEA Samla bin the biggest size is 20 dollars if I convert it from Saudi Riyal. The bin is nearly double the size. YouTube has great tutorials on how to put mesh on the lid etc. It costs 10 dollars here for a soldering iron. You could ask family or friends if they have a soldering iron to lend you and spare mesh lying around or not being used. You could also go to the local hardware store and asked them if they have any off cut mesh to sell you...get inventive in trying to find ways to not have to spend money on the mesh, cable ties and way of cutting an area in the lid.
