The two are interchangeable really, some say substrate some bedding but unless specifically referring to nest material to all intents & purposes they're the same.
I think probably the best substrate you can get in the US is the white Kaytee clean and cosy.
For the nest in addition to the substrate you can just add plain white toilet tissue torn into strips.
