Have you checked the wheel to make sure it's still spinning freely? Silent spinners are known not to spin as well as other wheels.
An 11" wheel should be big enough but a wooden wheel needs to be painted with a non toxic paint or varnish to keep it clean & I'm not sure if you'd be able to get something like that.
