That's a good start & I'm sure he'll enjoy having a good sized wheel now.
If you're short on substrate just do what you can for now but aim to fill the base as soon as possible, a nice big pile of shredded white toilet tissue for nesting would be good too.
You could just use a cardboard box for a house, something like a shoebox upside down so there's no base & just cut a hole for a door, they like it dark so putting a bendy bridge over the door is good.
A sand bath & more toys or hides would be good too when you can get some.
