It can be used as both and hammies do tend to use it as both but they like nesting material as well. The best nesting material is just sheets of plain white toilet paper torn into strips. I tear the sheets lengthways to make longer strips. And then a big pile of it in the cage somewhere (but not in the house) - they will take some for the nest and you'll gradually see the pile go down and can keep topping it up. The Fitch is just a kind of "extra" in the nest. Our last hammy used to actually weave the strips of paper into a kind of cocoon and with a hole in and walk into it!
