I think it's very difficult to generalise a hamster's personality based on species alone and in my time, I've come across Winter Whites that are calm and some that are really quite lively and nippy and I've handled some Russian Campbells that have been completely charming and others who have been rather feisty.

A good breeder will usually have a good idea on the hamster's temperament by the time that they're made available for rehoming and they'll have spent time making sure that they're used to being held but if you're going to a pet shop then it'll be harder to be sure of what you're going to get. Almost all of the Russian/Winter White hamsters sold in pet shops will be a Hybrid to some degree (regardless of how they label them) so you may see some elements of both species in your hamster.
