Generally most pairs do seem to do better in a smaller cage but I think your bin is probably a bit too small for either a pair or a single ham tbh.
If the cage has no levels or areas they can become territorial over & you have two of everything & houses & hideouts with more than one exit then a pair may live happily together for a while but most will fall out as they mature & naturally want their own space so you do have to be prepared for that to happen & watch carefully for signs of falling out, squabbles or fighting or one failing to grow & thrive as well as the other.
If this is your first ham then I would recommend just getting one, once you have got to know the species you choose a little better then it may be easier to decide whether a pair would be something you'd like to try.
All hamsters will live very happily alone & it's much more natural for them.
