It's unusual for a robo not to enjoy a sand bath, which sand have you used? The tiny friends farm chinchilla sand is the best one to use. If you use that & he doesn't like it I wouldn't worry too much, their fur can look a little oily sometimes but he should be able to groom himself fine, if he just got a bit of normal household dust on him when he escaped & nothing else then that shouldn't be a problem either.
They don't really need chew toys, their normal mix should be enough to keep teeth trim so as long as he's eating a good mix I wouldn't worry. He might well enjoy a whimzee as most do but it's not essential.
