If he won't use the sand bath on his own, you could rub the sand all over him and into his fur.

If he won't use the wooden chews you can give him the tiny whimzee toothbrushes that are meant for dogs. Hamsters love those. Or I've seen people on the forum say that you can rub tiny amounts of peanut butter into the wood chews to encourage them to chew it.

Why won't your dad let you get a bigger cage? If you're in the UK the Alaska cage from Zooplus is probably cheaper than the too small cage you have. It's not fair to the animal to keep it in a tiny cage.
