I think that(if the chewing doesn't hurt), then this is simply playful behaviour. Maybe try making sure that your hands don't smell of food, even your soap may smell of edible substances which would encourage the hamster to chew/nibble/maybe even bite so I suggest using non scented soap. Also, if the hamsters are fairly new, you won't be able to always correctly predict their personality. So what I'm trying to say is that, even though Miller used to be the outgoing one, he could maybe have a slightly different personality than what you thought. This is of course a possibility but it could be a valid one. Anyways, I hope your taming goes well and this helps!
