Some plastics like acrylic and polycarbonate and a few others have solvents that soften the material and evaporate leaving the two pieces fused together. You might call a local plastics company in your area and ask them if there are any totes made out of a material that their evaporating solvents might work on.

It would have to be one that totally evaporated off to be pet safe.

Also I've seen plastic welding with heat on youtube but that seemed like more of a complicated process.
