It could be the cold that's been making him less active, mine have all been spending more time in bed, I would try doing more to encourage activity now it's warmed up at least a bit, more substrate to dig in & maybe scatter feeding to keep him busy, he might do better with an upright wheel too.

I have tried him with an upright wheel but he just wasn't interested in it at all
I made sure that it was the right size and everything but he just seems to prefer his flying saucer. It's weird since my past dwarf hamster Misty also refused to use her upright wheel but my past syrian hamster Miranda loved her trixie wheel.
I've tried leaving his upright wheel in his cage numerous times but Bambi's more interested in napping under it than actually running on it.
