Is that your hamster's underneath / tummy area we are seeing?
Dwarf hamsters have a ventral scent gland in about the 'tummy button' position and it may be this that is showing? It can get raised and exude yellow scent over the fur which is normal. They can also get infected and swollen with a lot of discharge and this would need checked out by a vet.
