The first one - check what wood it is made of. Most wood cages are pine but sometimes the sellers of that one say it is made from Cedar, which I wouldn't be happy with.
The second one can be made good
When you construct it - reverse the front panel and door so the door is at the top and the panel at the bottom. Leave out the bottom shelf and fill the base with very deep substrate, so the top shelf is then not far above the substrate. That way your hamster has lots of substrate to dig tunnels in and the cage is a safe height.
Otherwise you might be better making a bin cage for a dwarf hamster. Do you have an Ikea? The 78cm Samla bin is a good size.
